AI Accelerates COBOL Modernization, Capturing Market Attention

It's a widely acknowledged yet often overlooked fact that the global financial system relies on ancient, poorly understood, and notoriously difficult-to-replace code. Now, AI is finally offering a solution to this problem. The market's reaction delivered a sobering reality check to one of technology's most established companies.

IBM shares suffered their worst single-day decline in over 25 years this week, plummeting 13%. The drop followed an announcement from AI startup Anthropic, which claimed its Claude Code tool can significantly accelerate COBOL modernization—precisely the kind of labor-intensive, high-cost legacy work that has long been a cornerstone of IBM's consulting revenue.

In a blog post, Anthropic stated that modernizing a COBOL system "once required armies of consultants spending years mapping workflows." The company argued that tools like Claude Code can now automate the exploration and analysis phases that consume the bulk of effort in such projects. This single claim was enough to trigger a swift sell-off among investors.

COBOL is bigger than most realize

The sharp market reaction underscores just how deeply entrenched COBOL remains. Hundreds of billions of lines of COBOL code run in production every day, powering mission-critical systems across finance and government. The language is estimated to handle 95% of ATM transactions in the United States alone.

The core issue isn't the code itself, but the dwindling number of people who understand it. As the original developers have largely retired, the pool of proficient COBOL programmers continues to shrink. This severe talent shortage is what made modernization projects so prohibitively expensive for decades, creating a lucrative and seemingly essential consulting market for firms like IBM, Accenture, and Cognizant.

Anthropic argues that AI fundamentally changes this dynamic. Claude Code works by mapping dependencies across thousands of lines of code, documenting workflows, identifying risks faster than human analysts, and providing teams with deep insights for planning. The company claims teams can now modernize COBOL codebases in quarters, not years.

IBM was already here

The market's panic may have overlooked a key detail: IBM has been promoting a similar AI-driven approach for years. Anthropic's announcement comes roughly three years after IBM itself proposed using AI to translate COBOL to Java, launching a product called "watsonx Code Assistant for Z" to do exactly that. IBM CEO Arvind Krishna noted as recently as July 2025 that the company's AI coding assistant for mainframes "has seen strong adoption," with most customers using it to understand their COBOL code and plan modernization efforts.

IBM defended its position on Monday, stating that its mainframe platform delivers consistent performance and security regardless of the programming language used—be it COBOL or anything else. Analysts also quickly added nuance to the narrative.

Evercore ISI analyst Amit Daryanani observed that "clients have always had the option to migrate from the mainframe, yet they are sticking with the platform," suggesting the fear of displacement may be outpacing the actual reality.

The broader pattern

IBM wasn't alone in experiencing a decline. Accenture and Cognizant shares also fell on the news—a sign that investors are reassessing the entire legacy modernization consulting model, not just IBM's mainframe hardware business. This pattern is becoming familiar: just last week, cybersecurity stocks sold off sharply after Anthropic announced Claude Code Security, a tool for scanning codebases for vulnerabilities.

A clear trend is emerging. Each new announcement of an AI capability triggers a rapid market reassessment of which existing revenue streams might be disrupted, with fear being priced in immediately.

IBM did not remain silent. Rob Thomas, the company's Senior Vice President and Chief Commercial Officer, responded directly in a blog post, drawing a distinction the market appeared to miss: "Translating code is one thing. Modernizing a platform is something else entirely. The two are not the same, and the gap between them is where most enterprises run into trouble."

His argument is compelling. Thomas contends that the value of IBM's mainframe has little to do with COBOL as a language. Instead, it resides in the vertically integrated stack beneath it: the z/OS operating system, transaction processing architecture, quantum-safe encryption, and decades of hardware-software optimization that no mere code translation tool can replicate.

In his view, Anthropic's Claude Code solves a genuine problem—just not the one that matters most for enterprises running IBM Z systems. He further complicated the headline narrative by pointing out that roughly 40% of COBOL actually runs on Windows, Linux, and other distributed platforms, not on mainframes at all.

Much of what is being framed as an IBM mainframe issue is partly a distributed systems problem folded into a mainframe headline. IBM's own clients are already demonstrating the value of its approach.

The Royal Bank of Canada has used IBM's watsonx Code Assistant for Z to map dependencies and build modernization blueprints for core applications. Similarly, the National Organisation for Social Insurance reported a 94% reduction in the time required to analyze legacy COBOL code using the same tool, cutting an eight-hour task down to roughly 30 minutes.

Whether Monday's sell-off was a fair judgment or a knee-jerk reaction, the underlying shift is undeniable: AI is making COBOL modernization economically feasible for the first time in decades. The question IBM is posing—and the market hasn't fully answered—is whether this trend threatens its business or simply accelerates the transformation it is already leading.
