TSMC's $165 Billion US Investment: Implications for the Chip Industry

In a significant announcement at a White House press conference, President Donald Trump revealed that Taiwan Semiconductor Manufacturing Company (TSMC), the world's leading chip manufacturer, plans to invest a staggering $100 billion in the United States over the coming years. This new investment adds to the $65 billion TSMC had previously committed, bringing their total investment in the US to an unprecedented $165 billion, which TSMC has hailed as the "largest single foreign direct investment in US history."
This hefty investment is set to focus on "advanced technologies," likely encompassing the production of chips for artificial intelligence (AI), a sector where TSMC has been a dominant player, primarily from its facilities in Taiwan. TSMC is renowned for producing chips for virtually every major chip maker, including the high-performance AI chips from Nvidia, such as the Hopper and Blackwell GPUs.
President Trump emphasized the significance of this move, stating, "The most powerful AI chips in the world will be made right here in America," as reported by Bloomberg. TSMC's expansion is expected to generate semiconductor value in the hundreds of billions for AI and other advanced applications. Additionally, the company anticipates creating 40,000 construction jobs over the next four years and tens of thousands of high-paying, high-tech positions in advanced chip manufacturing and research and development.
TSMC currently operates a factory in Phoenix, Arizona, which started production last year and employs over 3,000 people across 1,100 acres. The company is planning to further expand with three additional factories and an R&D center in the US.
This announcement comes at a time when Intel, another major player in the semiconductor industry, has been facing challenges with declining sales and market share. Intel is actively seeking to attract customers to its US-based factories. A Reuters report indicated that Nvidia and Broadcom, both significant AI chip makers and competitors to Intel, are testing Intel's facilities for potential manufacturing contracts. Advanced Micro Devices (AMD), another Intel rival, is also reportedly considering using Intel's factories, though it's uncertain if they have initiated tests.
However, Intel's efforts might be hampered by ongoing delays in its manufacturing processes, which have long trailed behind TSMC's capabilities. The latest delay affects Intel's cutting-edge 18A chip manufacturing method, which has been postponed by another six months, according to Reuters. This delay could push back the availability of chips produced using the 18A process until at least mid-2026, potentially impacting Intel's ability to secure new contracts.
Amidst these challenges, TSMC has engaged in discussions with the Trump administration about potentially taking over some of Intel's US factories, as reported by multiple news sources. Similarly, Broadcom has been considering the acquisition of some of Intel's chip-design assets.
