Tech Giants, Startups Urge EU for Simpler AI, Data Rules

As the AI Summit kicked off in Paris on Monday, a diverse group of around 60 European companies, ranging from established industrial giants to burgeoning AI startups like France's Mistral, rallied behind an initiative aimed at positioning Europe as a frontrunner in AI. However, their need to band together in this way underscores a general consensus that Europe currently lags behind in the AI race. The EU AI Champions Initiative is set to be revealed at the Élysée during the AI Action Summit in Paris, spearheaded by French President Emmanuel Macron. European Commission President Ursula von der Leyen will also participate in the discussions, alongside heads of state from Germany, Poland, and Ireland. Notably absent are representatives from the U.S. and U.K. Interestingly, this initiative is being driven by the European division of U.S. venture capital firm General Catalyst, which believes that Europe's approach to AI has been bogged down by excessive regulation and complexity. Jeannette zu Fürstenberg, managing director and head of Europe at General Catalyst, explained to TechCrunch that this coalition of established companies and startups is eager to embrace AI adoption fully. "It's a huge opportunity for the European tech ecosystem," she remarked. "We want to accelerate a functional 'flywheel' between the innovators, the startups, and the adopters of AI." She highlighted the need for regulatory reform, noting the initiative's intention to work closely with the Commission to streamline regulations. "Right now, there's a lot of conflict between the Data Governance Act, specific regulations for various sectors like telecoms or banking, the AI Act, and the overarching nature of these regulations. None of it is standardized," she added. Streamlining regulations to boost AI innovation is a priority for the European Commission's president during her second term, with plans for a European Innovation Act that would reduce bureaucratic hurdles for AI developers and enhance ecosystem support, including better access to funding. Zu Fürstenberg pointed out the regulatory conflicts that are hampering AI adoption, especially in sectors like banking and finance. When asked if the EU champions were indirectly critiquing the bloc's approach, she responded, "They have given us a great signal that they really want to lean in and engage. A lot of the conflict we're currently experiencing is not intended. So we are bringing the regulators together with the people that are actually in the field." Arthur Mensch, co-founder and CEO of Mistral AI, echoed this sentiment in a statement, saying, "The EU AI Champions Initiative comes at a pivotal moment for corporate leaders to position Europe at the forefront of AI and transform our economy. The time for debate and small-scale pilots is over. It is now crucial for European policymakers, industry leaders, and startups to fully harness AI’s potential." Christophe Fouquet, president and CEO at chipmaker ASML, added, "At ASML, we believe that cutting-edge AI, combined with Europe’s world-class innovation ecosystem, will drive the next era of technological progress. The EU AI Champions Initiative represents an important step in uniting industry leaders to ensure Europe remains at the forefront of AI-driven advancements." Robin Rombach, co-founder of Black Forest Labs, also expressed support, stating, "As a German-headquartered startup creating frontier AI foundation models, Black Forest Labs has demonstrated that Europe is a global leader in the development of frontier AI technology. We believe in Europe’s ability to continue to be a global leader in AI and support initiatives that accelerate European efforts in open innovation and cutting-edge technology." To further bolster the initiative, General Catalyst released a report titled "An Ambitious Agenda for European AI," which suggests that the adoption of generative AI could enhance Europe's annual productivity by up to 3% by 2030. Steve Schlenker, a partner at DN Capital in London, shared his thoughts with TechCrunch, saying, "A successful AI strategy in Europe is less about regulation for regulation’s sake, more about ensuring the average EU citizen sees an improvement in their lives." Ziv Reichert, a partner at Phoenix Court, which houses LocalGlobe and Latitude funds, also commented, "The EU’s AI Champions Initiative builds on discussions that have long been taking place at both national and enterprise levels. As an early-stage investor, I’m increasingly concerned that founders and startups are being left behind in these conversations — especially as change accelerates."
