French AI Ecosystem Sees $85B Investment Surge with Brookfield's $20B Commitment

Canadian investment firm Brookfield is set to pour €20 billion (about $20.7 billion) into artificial intelligence projects in France by 2030, according to a report from La Tribune Dimanche, which was later confirmed by AFP. A significant chunk of this investment will be dedicated to constructing AI-focused data centers.
This news comes just as heads of state and tech industry leaders are gearing up for the Artificial Intelligence Action Summit in Paris, starting Monday. It's part of a wave of investment announcements in the AI sector.
La Tribune Dimanche reports that Brookfield plans to allocate around €15 billion for a colossal data center in Cambrai, in northern France, boasting a capacity of up to one gigawatt. The remaining funds will support new infrastructure projects, including the development of additional electricity production facilities.
In a related development, France and the United Arab Emirates unveiled a joint AI campus project on Friday, backed by a hefty investment of up to €50 billion ($52 billion). Like Brookfield's project, the bulk of this investment will fund a data center with a capacity of up to one gigawatt.
The timing of these mega-investments isn't a coincidence. On January 21, OpenAI, SoftBank, MGX, and other partners announced the Stargate Project, a $500 billion initiative to build multiple AI data centers in the U.S. While the exact commitments from each investor remain unclear, this announcement, coupled with Mario Draghi's recent report on European competitiveness, has spurred European policymakers into action.
Another factor driving these investments is France's energy landscape. With about 65% of its electricity coming from nuclear power and 25% from renewables, France not only produces more electricity than it needs but also offers a greener alternative for tech companies looking to minimize their carbon footprint and secure sufficient power for their energy-intensive data centers.
In other news, Bpifrance, France's public investment bank, has committed up to €10 billion ($10.3 billion) to bolster the AI ecosystem in France. Unlike the data center-focused investments, Bpifrance aims to support AI startups and invest as a limited partner in VC firms specializing in AI. The bank is already a shareholder in companies like Mistral, H, and Poolside.
Meanwhile, Iliad, the telecom giant founded by French billionaire Xavier Niel, is earmarking €3 billion ($3.1 billion) for AI investments, with financial backing from partners like Infravia. Of this, €2.5 billion ($2.6 billion) will go toward building new AI-focused data centers with capacities in the hundreds of megawatts. Iliad's subsidiary, Scaleway, a cloud computing company, is likely to benefit from this new computing power. Several European AI companies, including Mistral, H, and Photoroom, have already utilized Scaleway for training their AI models. Interestingly, Xavier Niel is also an investor in Mistral and H.
When you tally up all these commitments, France could see an influx of €83 billion ($85 billion) in AI-related investments in the coming years, primarily for data centers and infrastructure projects. And with the AI Action Summit on the horizon, there might be even more announcements to come.
