Anthropic Rejects Pentagon's Unconditional Use Demand, Seeks Terms Review

Leading AI startup Anthropic has publicly stated that it cannot accept the service terms proposed by the U.S. Department of Defense (the Pentagon). Despite pressure from the military, Anthropic remains firm, asserting that the other side's threats "will not alter our stance."
The core of this disagreement centers on the usage rights for AI technology. The Pentagon has requested that Anthropic grant the government the right to use its AI technology "without limitation for all lawful purposes." A Pentagon spokesperson described this request as "straightforward and reasonable," and firmly declared, "We will not allow any company to dictate terms for our operational decisions."
However, Anthropic maintains that a comprehensive safety framework must be established before it provides services to the military. In response to comments from the Pentagon's Chief Technology Officer, Emil Michael, regarding "significant concessions" and "offering a seat on an ethics board," Anthropic still hopes the U.S. side will reconsider more binding safety clauses.
