When FIFA's Chief Business Officer, Romy Gai, outlined the operational challenge of managing a 48-team World Cup across Canada, Mexico, and the United States, he wasn't referring to technology. He was talking about sheer complexity.
Previous tournaments relied on local organizing committees to handle much of the logistics. For 2026, FIFA is managing operations directly. With an expected six billion viewers, 104 matches (up from 64 in Qatar), 48 teams instead of 32, over 180 broadcasters, and no single national infrastructure to rely on, the scale is unprecedented.
The AI strategy FIFA unveiled at Lenovo Tech World in Hong Kong must be seen in this context. Football AI Pro, AI-enabled 3D player avatars, and a next-generation Referee View are the headline features. However, these product decisions reveal a deeper shift: FIFA now views AI not merely as an enhancement for running football's biggest event, but as the fundamental method for running it.
What Football AI Pro actually does
Football AI Pro is a generative AI knowledge assistant that will be provided to all 48 teams competing in the 2026 World Cup. Built on FIFA's proprietary Football Language Model and trained on hundreds of millions of FIFA-owned data points, it generates pre- and post-match analysis in text, video, graphs, and 3D visualizations. It supports prompts in multiple languages and will not be used during live play.
The rationale behind it is one of democratization. At the elite level, access to sophisticated match analysis heavily depends on a team's budget. Top-tier nations have dedicated analytics departments, while a team at its first World Cup may not. Football AI Pro is designed to provide every team with the same analytical baseline.
This ambition is genuine, but it also represents a significant enterprise AI deployment challenge. Delivering consistent, tournament-wide intelligence across 48 teams in three countries, in multiple languages, over a weeks-long match schedule, is a major infrastructure undertaking. It's precisely the type of workload that requires the hybrid AI architecture Lenovo has been building for its enterprise solutions.
We're making one of the world's most data-rich organizations more accessible with Football AI Pro, a customized AI assistant that can read vast amounts of @FIFA data to deliver information to players, coaches, and fans in seconds.

The referee camera is about transparency, not television
The updated Referee View is being presented in broadcast terms, and it will certainly look impressive on screen. AI-powered stabilization smooths footage from the referee's body camera in real time, reducing the motion blur that made the original version difficult to watch during fast-paced action.
However, its more important purpose is transparency. VAR has been one of football's most controversial technologies, partly because the decision-making process is hard for fans to follow and partly because the imagery used to explain decisions has often been unclear. Better referee footage, delivered in real time, addresses both of these issues.
The first version of Referee View was trialed at last year's FIFA Club World Cup. The 2026 update represents a meaningful technical advance, but the real test is whether it improves public perception of officiating decisions. If successful, it becomes a tool for governance as much as for broadcasting.
3D avatars and the offside problem
The AI-enabled 3D player avatar system tackles a specific, persistent issue: semi-automated offside technology. While the current system works, the imagery it generates to explain offside calls has not always been convincing. The lines are hard to interpret, the angles can be counterintuitive, and fans often dispute calls that the technology correctly identified.
The new system scans players to create precise 3D models, with each scan taking about one second. During matches, these models are used to track players more accurately through fast or obstructed movements.
When an offside decision is reviewed by VAR, the 3D model produces imagery that is both more accurate and easier to understand. It was tested at last year's FIFA Intercontinental Cup, where players from Flamengo and Pyramids FC were scanned before their match.
The underlying logic mirrors that of the referee camera: better data, communicated more clearly, narrows the gap between the correctness of a decision and the audience's willingness to accept it.
The intelligent command centre
The least-discussed aspect of the FIFA-Lenovo partnership may be the most operationally critical. FIFA has built what Gai called an intelligent command centre, which integrates real-time data from all departments, matches, venues, and broadcasters into a single operational dashboard.
In a tournament spanning three countries with over 180 broadcasters and six billion expected viewers, operational coordination is the foundational constraint. The command centre serves as the enterprise AI backbone that enables the public-facing Football AI tools.
Gai's point about removing local organizing committees is crucial. It means FIFA is assuming direct operational responsibility for functions previously distributed across national bodies with local expertise and relationships. AI isn't just supporting this decision; it's what makes the decision feasible.
The Football Language Model and what comes after 2026
Football AI Pro is built on FIFA's Football Language Model, a domain-specific model trained exclusively on FIFA's own data. This is a significant asset. While a general-purpose language model can answer questions about football, a model trained on hundreds of millions of FIFA data points can generate verified, tournament-specific intelligence that a generic model cannot replicate.
The implications extend beyond 2026. FIFA has stated that Football AI Pro will eventually be made available to fans, not just teams. The 211 member federations within FIFA's governance structure are also in scope. If the model performs well at the World Cup, it becomes the foundation for a broader, long-term democratization project, extending analytical capabilities to national associations and competitions that currently have very few.
This is the larger enterprise AI narrative behind this week's announcements. The World Cup serves as the proof of concept. What FIFA builds upon it constitutes the true, large-scale deployment.
