On April 28, China's Cyberspace Administration (CAC) issued strict penalties against the "Jianying" and "Maoxiang" apps, along with the "Jiemeng AI" website. The action was taken due to their failure to properly implement regulations mandating the labeling of AI-generated content.
A targeted inspection revealed these platforms were not in effective compliance with rules like the "Regulations on Labeling of Artificial Intelligence-Generated Content." They had failed to clearly identify AI-generated images, videos, and other synthetic media, breaching core stipulations of the Cybersecurity Law and the Interim Measures for the Management of Generative AI Services.
Addressing these violations, the CAC directed local authorities to implement measures including formal warnings, rectification orders, and reprimands, demanding strict accountability for responsible personnel. An official from the administration stressed that online platforms must strictly adhere to legal requirements, ensure the traceability of AI-generated material, and protect public interest and order in cyberspace.
Amid the rapid rollout of domestic large-scale models like DeepSeek V4 and the booming growth of the computing power sector, clear AI content labeling has become a crucial regulatory tool for fostering healthy, orderly industry development. This enforcement action signals regulators' commitment to strengthening rule-of-law governance online, marking the generative AI industry's shift from an initial "technology sprint" phase into a new era of "compliance-led growth."
