South Korea Sets 80 Trillion KRW Budget for 2027, Relying on AI Chip Taxes

South Korea’s 2027 budget will surpass 80 trillion won (roughly 3.6 trillion CNY), driven by tax revenue from the booming AI chip sector. This marks a substantial rise from the 727.9 trillion won expenditure plan for 2026. Finance Minister Park Hong-geun noted at the National Fiscal Strategy Conference that the budget relies on higher tax inflows and trimmed spending.
Three Super Projects Take Center Stage
The government has prioritized three “super projects”—semiconductors, AI data centers, and physical AI—for fiscal investment. President Yoon Suk Yeol pledged full support for corporate investments, stressing that new tax revenues are vital resources during the critical phase of the global AI race.
To secure funding, South Korea will review discretionary and mandatory spending, restructuring approximately 50 trillion won (about 225.3 billion CNY) in expenditures—double the previous year’s figure. The government aims to reallocate existing funds through structural adjustments rather than depending solely on tax increases.
Future Response Fund Established
A “Future Response Fund” will be created as a strategic investment vehicle, channeling tax revenue above long-term trends into four key areas: youth, future growth drivers, regional development, and talent cultivation. This strategy aims to transform AI industry benefits into long-term national competitiveness and secure South Korea’s position in future industries.
