SAP Charts New Course for European AI and Cloud Sovereignty
SAP is advancing its sovereignty initiative with the EU AI Cloud, consolidating previous efforts into a unified strategy. The objective is clear: provide European organizations with greater flexibility and autonomy in managing their AI and cloud services.
Some may opt for SAP’s own data centers, others might select trusted European providers, and certain organizations may require fully on-premises management. EU AI Cloud is designed to accommodate these diverse preferences while ensuring data remains within the region and complies with EU regulations.
Advancing AI Sovereignty Throughout Europe
SAP is collaborating with Cohere to deliver advanced agent-based and multimodal AI capabilities via Cohere North. These models will be accessible through the SAP Business Technology Platform (SAP BTP), enabling sectors with strict data residency requirements to integrate production-ready AI into daily workflows. According to both companies, the collaboration aims to help enterprises uncover deeper insights, enhance decision-making, and automate intricate processes—all while maintaining compliance and performance standards.
As Cohere’s team emphasized, their partnership with SAP ensures that organizations restricted from moving data outside Europe can still leverage cutting-edge AI.
SAP is developing EU AI Cloud in cooperation with a variety of European and global partners. Models and applications from Cohere, Mistral AI, OpenAI, and others are natively integrated into SAP BTP, streamlining the development, deployment, and scaling of AI solutions. Customers can access partner tools via SaaS, PaaS, or IaaS models and decide whether to run them on SAP’s infrastructure or through approved European partners.
The initiative is designed to equip businesses and public sector entities with contemporary AI tools while adhering to European standards for security, data protection, and digital sovereignty.
Tailored Deployment Options for Varied Security Requirements
EU AI Cloud operates through the SAP Sovereign Cloud framework, allowing customers to select their preferred level of control across the entire stack—from infrastructure to applications. AI models run on SAP’s cloud infrastructure and SAP BTP within European data centers, ensuring operational separation from US-based hyperscalers.
Available deployment models include:
- SAP Sovereign Cloud on SAP Cloud Infrastructure (EU)
SAP’s IaaS leverages open-source technologies and operates within SAP’s European data center network. Data remains stored within the EU to support compliance with regional data protection laws.
- SAP Sovereign Cloud On-Site
Infrastructure is managed by SAP but hosted within a customer’s designated data center. This model offers maximum control over data, operations, and legal adherence while retaining access to SAP’s cloud architecture.
- Selected hyperscalers by market
Certain customers may continue to run SAP’s commercial SaaS on global cloud platforms. In such cases, sovereignty enhancements can be applied based on regional requirements.
- Delos Cloud
A sovereign cloud service based in Germany, tailored for the public sector. It aligns with local regulations and supports government agencies in modernizing their digital infrastructure.
EU AI Cloud empowers European organizations with more choices in AI and cloud deployment while maintaining data control. Through a combination of flexible deployment options, partner integrations, and sovereign design principles, the platform supports businesses operating under strict privacy, storage, and operational guidelines.
