Japan’s AI robotics initiative has transitioned from a discussion topic into an official national strategy. The government recently validated widely cited projections: deploying 10 million AI-driven robots across 18 sectors by 2040, supported by public investment of up to one trillion yen (approximately US$6.1 billion) over a five-year period.
While the headline number often circulates without close examination, the critical detail is that this is not merely a policy aspiration. It is a formally commissioned government project, and the entity responsible for its development is largely unknown outside Japan.
The project behind the AI robots plan
Japan’s Ministry of Economy, Trade and Industry (METI) and the New Energy and Industrial Technology Development Organization (NEDO) have officially tasked Noetra, in collaboration with the National Institute of Advanced Industrial Science and Technology (AIST), to develop a “physical AI” model. This initiative spans fiscal years 2026 to 2030, aiming to create a multimodal foundation model capable of processing language, images, video, and sensor data simultaneously. This integration allows robots to interpret their environment and act accordingly, rather than relying solely on pre-programmed movements.
An initial version is expected by the end of the current fiscal year, with subsequent annual upgrades utilizing data contributed by participating manufacturers and companies. The funding is conditional; the current fiscal year’s allocation alone is estimated at US$2.3 billion, sourced from a 387.3 billion yen budget funded through GX Economy Transition Bonds.
Only the first two years of funding are secured. Subsequent funding will be reviewed annually through a stage-gate process, allowing Tokyo to withdraw support if Noetra fails to meet its milestones. For a project of this scale, this is a crucial distinction: the trillion-yen figure represents a maximum cap, not a guaranteed commitment.
Who’s actually building it?
Noetra is majority-owned by SoftBank, NEC, Sony Group, and Honda, with Fujitsu and Rakuten reportedly considering participation. SoftBank engineers are collaborating with researchers from Preferred Networks and AIST.
This structure aligns with traditional Japanese industrial strategies. Instead of a single company pursuing a frontier model independently, the government has assembled a consortium of firms that already manufacture the hardware required for these models to operate, ranging from Honda’s robotics to Sony’s imaging sensors.
Why robots, and why now
Industry Minister Ryosei Akazawa has been explicit about the rationale. The plan aims to “vigorously promote social implementation” across various sectors, including hospitality, food manufacturing, and healthcare. Underlying this language is a labor market facing severe shortages: Japan’s aging population, combined with restrictive migration policies, has created significant worker deficits across large parts of the economy, with no immediate solution in sight.
Japan is not starting from scratch. The country has spent years developing robotics expertise in elder care, disaster response, manufacturing, and even the Fukushima Daiichi nuclear cleanup. This project seeks to transform that domestic experience into an exportable solution, rather than just a local fix.
The timing is also strategic. South Korea announced its own robotics initiative within a day of Japan’s confirmation, with both governments positioning physical AI as the next frontier in a competition previously dominated by chatbots and cloud contracts.
What to watch next
The true test lies not in the 2040 target, but in the first stage-gate review. If Noetra achieves its early milestones and releases a functional model this fiscal year, the investor list is likely to expand significantly beyond the current four partners. If it fails, the funding structure provides Tokyo with ample reason to withdraw quietly rather than sustain a stalled national project.
