Hangzhou Shangcheng District Launches Zhejiang's First AIGC Audio-Visual 'Golden Ten Measures', 5 Billion Industry Fund

On the 16th, the AIGC Audio-Visual Industry Innovation Ecosystem Conference took place in Hangzhou's Shangcheng District. During the event, the province unveiled its first dedicated policy for the AIGC audio-visual industry—"The Golden Ten." This policy addresses the full spectrum of industrial growth, spanning technological innovation, cost reduction, content quality improvement, talent development, and global expansion.
The policy comes with strong incentives. For technological innovation, R&D projects focused on AIGC tools, AI virtual shooting, and AI interactive narrative systems qualify for subsidies of up to 3 million yuan. As for high-quality content rewards, AIGC audio-visual works released on leading platforms within the year can receive up to 300,000 yuan per piece, with an annual cap of 1 million yuan per company.
Complementary measures were rolled out at the same time. A 500 million yuan cultural "new three" industry fund was launched on the day, channeling financial support directly into the audio-visual sector. A set of AIGC audio-visual application scenarios were also unveiled, helping to bridge technological breakthroughs with market needs. Additionally, institutions like the China Academy of Art were officially designated as AIGC audio-visual industry research, education, and industry cooperation bases, creating pathways for integrating scientific resources with industrial practice.
The numbers from Shangcheng District tell a compelling story. In 2025, the district's 132 large-scale cultural new industry enterprises generated revenue of 22.23 billion yuan, a 52.6% year-on-year increase—among the highest in Hangzhou. This underscores the sector's robust growth.
The conference represents a significant milestone in Shangcheng District's push to build the "Central Innovation Zone." By combining policy, funding, scenarios, and ecosystem in a four-pronged approach, the district aims to create a full closed loop—from attracting enterprises to transforming content and fostering industry collaboration—thereby accelerating the formation of a unique Shangcheng digital culture IP supply chain.
