China’s AI sector sees full-chain breakthroughs, accelerating Artificial Intelligence Law

Global downloads of domestic large language models have surpassed 10 billion, with trillion-parameter open-source models emerging regularly. China’s artificial intelligence sector is achieving comprehensive breakthroughs across its entire value chain.
Jiang Yi, director of the Policy Research Office and spokesperson for the National Development and Reform Commission, announced at a July 31 press conference that China’s AI sector has made substantial strides in independent innovation during the first half of this year. Domestic firms, including DeepSeek and Moonshot AI, have sequentially launched open-source large models featuring parameter scales in the “trillion” range.
Jiang Yi stressed that future efforts will balance high-quality development with robust security to ensure AI advances rapidly and steadily. Key priorities include: first, accelerating independent innovation by focusing on frontier areas such as fundamental large model theories, training and inference efficiency, multimodal capabilities, and intelligent agents; second, emphasizing application-driven growth by expediting the planning and establishment of national AI application pilot bases; and third, deepening the ecosystem by vigorously nurturing intelligent derivative enterprises and accelerating the legislative process for the Artificial Intelligence Law , with the goal of contributing a governance model tailored to Chinese characteristics.
Additionally, officials highlighted the need to strengthen risk monitoring and prevention in AI. This involves enhancing technical surveillance, risk early-warning mechanisms, and emergency response systems. Adhering to the principle that technology is led by, used by, and benefits people, China aims to properly address AI’s impact on economic operations and employment distribution.
