US, UK Strike Tech Partnership as Trump Quips on AI Risks
US President Donald Trump remarked on Thursday that artificial intelligence is "taking over the world," adding lightheartedly that he hoped tech leaders understood the topic better than he did.
The comment was made as Trump and UK Prime Minister Keir Starmer convened a meeting of business and technology executives in London during the president's second state visit to the UK. Among those in attendance was Nvidia CEO Jensen Huang, whose firm plays a central role in the global AI expansion.
Departing from his prepared remarks on US–UK relations, new partnerships, and billions in pledged investments, Trump acknowledged his limited familiarity with AI.
"This will lead to new collaboration among government, academia, and the private sector in fields like AI, which is taking over the planet […] I'm looking at all of you. You're taking over the world. Jensen, I’m not even sure why you’re here," Trump joked, drawing laughter from Starmer and attendees.
"I hope you know what you're doing. All I can tell you is, we both hope you've got it right."
Trump and Starmer sign tech agreement centered on AI
The centerpiece of the meeting was the signing of a "Tech Prosperity Deal," which outlines enhanced cooperation between the two nations in cutting-edge technologies. The agreement includes initiatives such as building AI models for healthcare, progressing in quantum computing, and updating nuclear programs.
Under the deal, Nvidia committed to installing 120,000 GPUs across the UK, marking its largest such deployment in Europe.
Nvidia partners with Intel in a parallel initiative
Also on Thursday, Nvidia announced a $5 billion investment in Intel, along with a joint effort to develop new products. The companies will collaborate on customized data centers to support AI systems and on processors for personal computers.
Nvidia stated it intends to purchase Intel shares at $23.28 each, pending regulatory clearance. The move comes as Intel works to recover momentum after several challenging years.
"This landmark collaboration combines Nvidia’s AI and accelerated computing platforms with Intel’s CPUs and the broad x86 ecosystem—a true fusion of two industry-leading architectures," Huang said. "Together, we will broaden our ecosystems and set the stage for the next generation of computing."
For data centers, Intel will develop chips compatible with Nvidia’s AI infrastructure. For desktop PCs, Intel will produce processors equipped with Nvidia’s technology, offering the company an opportunity to re-enter markets where it has lost ground.
A much-needed boost for Intel
The partnership offers critical support for Intel, formerly the dominant force in personal computing but now facing intense competition. The firm failed to pivot toward the smartphone revolution after Apple’s iPhone reshaped the industry in 2007, and more recently has fallen behind in the AI hardware race. Nvidia, in contrast, has surged to become the world’s most valuable company.
Investors responded swiftly: Intel’s stock climbed 30% in pre-market trading, while Nvidia shares increased nearly 3%.
Before finalizing the agreement, Trump injected humor into the moment by turning to Treasury Secretary Scott Bessent and asking, "Should I go ahead and sign this? You're sure, Scott? If this deal falls through, I’m holding you responsible."
During his UK trip, Trump also expressed his hope that artificial intelligence would be managed wisely by specialists driving its evolution, as he conceded the topic was beyond his expertise.
US regulators keep close watch on AI competition
As partnerships grow, US authorities are increasingly scrutinizing competition within the AI sector. Speaking at a conference in New York, Assistant Attorney General Gail Slater emphasized that the Justice Department is watching for anticompetitive conduct in the industry. "The competitive dynamics at each level of the AI ecosystem, and how they interact—particularly behaviors that restrict access to essential resources and distribution channels—are valid subjects for antitrust analysis," she stated. "Of course, a genuinely open-source model must not be controlled by a single vendor exerting undue influence or imposing constraints."
Access to data is one key concern. A federal judge in Washington recently directed Google to provide certain search data to competitors, including AI firms, to encourage fair competition in online search. Google has stated it will appeal the decision.
Slater’s comments reflect ongoing regulatory attention. Under President Joe Biden, antitrust officials also investigated Big Tech’s connections to AI startups, signaling that both administrations view competition as essential to shaping AI's future.
