Japan to Deploy 10 Million AI Robots to Tackle Labor Shortage
Japan is turning to artificial intelligence robots to address its deepening workforce crisis. The Ministry of Economy, Trade and Industry recently unveiled an updated "Artificial Intelligence Robot Strategy," outlining a bold national vision. The plan targets the deployment of 10 million AI robots across 18 key industries by 2040, aiming to counteract labor shortages driven by an aging population and declining birth rates.

To make this vision a reality, the government is establishing a robust global infrastructure for physical AI and robot data. This initiative seeks to capitalize on Japan’s established strengths in traditional robotics manufacturing and R&D.
Heavy government investment fuels AI model development
Significant financial backing is also being directed toward the core software and large language models powering these robots. The Ministry of Economy, Trade and Industry has committed 1 trillion yen over five years to Noetra, a joint venture backed by tech and manufacturing leaders including SoftBank, NEC, Honda, and Sony.
This funding will primarily support the creation of multimodal platforms designed to boost robot intelligence and collaboration. Notably, 387.3 billion yen has been allocated in the 2026 fiscal year budget to ensure the project launches smoothly and progresses efficiently.
