Recent reports indicate Huawei's Ascend AI chips now rival Nvidia's performance, though the Chinese tech giant maintains its customary silence. Anticipating this advancement, America has expanded its semiconductor conflict into a worldwide battlefield.

The Trump administration's assertion that any global use of Huawei's Ascend chips violates export controls reveals more than policy enforcement—it betrays underlying concerns that America can't maintain technological supremacy through restrictions alone.

This unprecedented global AI chip prohibition took effect on May 14, 2025, when President Trump revoked Biden's AI Diffusion Rule without proposing alternative measures.

The Bureau of Industry and Security (BIS) instead issued directives to "enhance overseas AI chip export controls," explicitly naming Huawei's Ascend processors.

These regulations threaten penalties including imprisonment for international businesses using Chinese-developed chips—a radical shift from conventional export controls that traditionally regulate cross-border trade rather than extraterritorial activities.

According to South China Morning Post, these rules specifically target Huawei's Ascend chips following the elimination of Biden's tiered "AI diffusion" framework. Their impact transcends US-China tensions, challenging global technological autonomy.

By dictating worldwide technology choices, America effectively compels sovereign nations and independent businesses to align with its domestic policies.
