Doubao Qianwen Shuts Down Intelligent Agent as China’s First AI Human-like Service Rules Take Effect
ByteDance’s Dou Bao and Alibaba’s Tongyi Qianwen have both announced the official discontinuation of their intelligent agent features today, effectively preventing users from creating or invoking existing agents. This shutdown coincides with the enforcement of the “Interim Measures for the Management of Artificial Intelligence Personification Interaction Services,” issued by five state departments including the Cyberspace Administration of China and the National Development and Reform Commission, marking China’s first specialized legislation governing AI personification services.

The new regulations adopt a targeted approach rather than a blanket ban, focusing specifically on virtual partners.
Contrary to fears of a total restriction, the new rules do not impact all AI agents or large model functions. According to official guidance, services such as smart customer support, knowledge Q&A, work assistants, educational tools, and scientific research applications that lack continuous emotional interaction are exempt from this regulation. The regulatory focus remains on AI products with distinct personality settings and emotional companionship features, including virtual partners, virtual relatives, and customizable role-based agents designed to build emotional connections through long-term interaction.
Dou Bao has clarified that its core AI functions remain operational, including Q&A, copywriting generation, and AI image creation, which continue to function normally. This indicates that the daily experience for general users will remain largely unaffected, with the primary impact confined to customizable role-based features that offer emotional companionship.
Safety assessments and algorithm filings are now standard requirements.
The “Measures” also mandate safety assessments and algorithm filings, while guiding the development of AI sandbox security service platforms. The implementation of these regulations signifies China’s transition from exploratory oversight to a standardized, legally grounded framework for AI personification services, clearly defining the regulatory boundaries between “tool-type AI” and “emotional companion-type AI” within the industry.
